India and Russia entered a busy diplomatic phase as External Affairs Minister S. Jaishankar met Russian Foreign Minister Sergey Lavrov in Moscow on Monday. The meeting marked the final round of preparations for President Vladimir Putin’s early-December visit to New Delhi, which was expected to bring key agreements.
Jaishankar said the India–Russia partnership continues to be a factor of stability at a time when global tensions are high. He noted that the relationship has remained steady over the decades and continues to serve both countries’ long-term interests. Lavrov echoed this sentiment, saying Moscow values its special and privileged strategic partnership with India.
During the talks, both sides reviewed a list of new pacts and initiatives that officials hope to finalise before Putin arrives in Delhi. These include proposals in trade, defence cooperation, energy, transport links, and financial settlement mechanisms. Jaishankar said that many of these ideas “are at an advanced stage” and could soon bring “fresh substance” to the partnership.
One major focus area is a plan for rupee–rouble trade settlement, which could help businesses in both countries overcome payment delays and reduce dependence on the US dollar. Officials also discussed ways to expand trade volumes and strengthen supply chains between the two nations.
Connectivity projects received significant attention as well. India and Russia are exploring the next steps for the International North–South Transport Corridor (INSTC) and the proposed Chennai–Vladivostok maritime route. These routes aim to cut transport time, lower costs, and open new trade possibilities across Eurasia.
They also exchanged views on pressing global issues, including the conflicts in Ukraine and the Middle East, as well as the situation in Afghanistan. Jaishankar repeated India’s stand that dialogue and diplomacy are the only way to end conflicts and restore stability.
The External Affairs Minister is also in Moscow to attend the Shanghai Cooperation Organisation (SCO) Heads of State Council meeting, further underlining the importance of India–Russia coordination in multinational settings.
