New French Cabinet Formed as Macron Struggles for Majority

The President's new cabinet gears up to navigate budget hurdles, public protests, and a divided parliament

France has ushered in a new government as President Emmanuel Macron races to break months of political deadlock and reconnect with a restless nation. The reshuffle, led by newly appointed Prime Minister Sébastien Lecornu, marks Macron’s bold attempt to regain control amid parliamentary stalemates and mounting public frustration.

The new cabinet includes several familiar faces and new appointments. Roland Lescure, a close ally of Macron, has been named finance minister with the critical task of navigating France’s 2026 budget amid a deeply divided parliament. Bruno Le Maire, former finance minister criticized for the country’s ballooning deficit, moves to defense, overseeing France’s military support in Ukraine and Europe’s security.

Other key ministers retained include Jean-Noël Barrot at foreign affairs, Bruno Retailleau at the interior ministry, and Gérald Darmanin at justice. Despite the mostly continuity-based lineup, the government faces a fragile legislature split among centrists, left-wing parties, and the far-right National Rally, leaving its survival uncertain.

Since Lecornu’s appointment, a wave of strikes and mass demonstrations has laid bare public anxiety over looming austerity, despite government assurances of targeted relief for low-income households and tax proposals designed to placate the socialist bloc. The unrest is rooted in President Macron’s high-stakes 2024 gamble to dissolve the National Assembly, which had backfired spectacularly, producing a fragmented parliament with no stable majority.

Now, at just 39, Lecornu finds himself navigating a political minefield. Unlike some of his predecessors, he has resisted invoking contentious constitutional tools to bypass the legislature, opting instead to seek consensus in a chamber marked by deep divisions. His commitment to putting the budget to a full vote signals a shift toward dialogue, but with opposition hardening and protests gaining momentum, it remains uncertain whether cooperation is a realistic goal or a political illusion.

For the French public, the hope is for stability and effective governance after a turbulent year of fractures and rising extremes. Macron and Lecornu’s challenge is to navigate this complex political landscape and deliver reforms that can restore trust before the next elections, making this cabinet a critical test for the president’s leadership and France’s future.
