Ukrainian President Volodymyr Zelenskyy has signalled a major shift in his country’s foreign policy, saying Ukraine may abandon its long‑held ambition to join NATO if Western nations provide firm security guarantees instead. The move comes ahead of peace talks scheduled in Berlin with Ukrainian officials, European partners, and US representatives.
Zelenskyy described the possible compromise as a step toward a “dignified” peace, emphasizing that Ukraine is determined to retain its territorial integrity. He said Kyiv is seeking legally binding guarantees from countries including the United States, European allies, Canada, and Japan to protect Ukraine from future attacks.
Ukraine’s pursuit of NATO membership has been a constitutional goal and a cornerstone of its security strategy, intended to deter further Russian aggression. However, Moscow has consistently opposed NATO expansion, considering it a threat. By exploring alternatives in the form of bilateral security guarantees, Zelenskyy appears to be responding to one of Russia’s key demands while maintaining Ukraine’s sovereignty.
