ECI Activates Model Code For Bihar Assembly Election

Flying squads, complaint helplines, and expanded oversight rolled out to protect electoral integrity

The Election Commission of India (ECI) has officially imposed the Model Code of Conduct (MCC) in Bihar following the announcement of the state’s upcoming Legislative Assembly Election. The poll schedule was released on October 6, 2025, triggering the immediate activation of the MCC across the state, with the ECI directing Bihar’s Chief Secretary and Chief Electoral Officer to ensure its implementation.

Significantly, the Commission has extended the MCC’s coverage to include actions and announcements by the Central government that could influence the Bihar electorate, marking a departure from traditional practice.

Under the MCC, political parties and candidates are prohibited from defacing public, private, or government property. The use of official vehicles, government accommodation, or public funds for campaign activities is strictly barred. Demonstrations and picketing outside private residences are not allowed, and political material such as flags and posters can only be displayed on private property with the owner’s consent.

Public spaces, including grounds and helipads, will be allotted to political parties on a first-come, first-served basis through the ECINET’s SUVIDHA portal to ensure equal access.

The code also requires political parties to notify the police in advance about rallies and processions for traffic and security coordination. Permissions must be obtained for the use of loudspeakers and other campaign facilities. Government ministers and officials are barred from combining official duties with campaign activities. Transfers of officials involved in the election process are prohibited during this period.

To facilitate enforcement, a 24×7 complaint helpline (1950) has been activated and linked directly to district and returning officers. The public can also report violations using the C-Vigil mobile app integrated with the ECINET system. Additionally, 824 flying squads have been deployed across the state to act on complaints, with a mandated response time of 100 minutes.

The ECI has directed all administrative officials to act with complete impartiality throughout the election process, ensuring fair conduct of meetings, law and order, and polling operations. The Commission said the measures are intended to uphold the integrity of the electoral process and ensure a free and fair election in Bihar.
