China missile test sparks fresh security concerns

Rare launch raises concerns over transparency, deterrence and Indo-Pacific regional stability

China’s rare long-range ballistic missile test over the Pacific Ocean has drawn renewed international attention, with analysts warning that the launch reflects Beijing’s growing military confidence and could deepen security concerns across the Indo-Pacific.

The missile was launched in September 2024, carrying a dummy warhead into the Pacific Ocean. While China described the test as a routine part of its annual military training programme, it was the country’s first publicly acknowledged intercontinental ballistic missile (ICBM) launch over international waters in more than four decades. The event has regained attention following fresh assessments of its strategic significance and Beijing’s evolving military posture.

Unlike previous missile tests conducted largely within Chinese territory, this launch travelled thousands of kilometres before landing in the Pacific. China said it had informed relevant countries in advance, though several Pacific nations later said they had received little or no prior notification, raising questions about transparency and regional communication.

Security experts believe the test was intended to demonstrate the operational readiness and reliability of China’s strategic missile forces. It also highlighted Beijing’s expanding ability to project military power far beyond its immediate neighbourhood at a time of heightened tensions over Taiwan, the South China Sea and broader competition with the United States.

The launch has prompted concerns among neighbouring countries and Western governments, which fear such demonstrations could increase the risk of miscalculation during periods of regional tension. Defence analysts say ballistic missile tests of this nature are rare because they are politically sensitive and closely watched by other nuclear powers.

China maintains that its nuclear policy remains defensive and that its arsenal is intended solely for deterrence. However, recent reports indicate the country is rapidly modernising its missile forces, expanding its nuclear arsenal and developing more advanced delivery systems.
