Israel and Lebanon have signed a US-brokered framework agreement aimed at achieving lasting peace and security after months of cross-border fighting. Announced in Washington by US Secretary of State Marco Rubio, the agreement is being described as a first step towards ending decades of hostility between the two neighbouring countries. However, officials have cautioned that implementing the deal will require sustained cooperation and careful monitoring.
The framework outlines a phased process under which the Lebanese Armed Forces (LAF) will gradually take control of southern Lebanon, while Israeli forces will withdraw in stages from areas they currently occupy. The plan also calls for the verified disarmament of non-state armed groups, including Hezbollah, before Israeli troops complete their withdrawal. Two pilot zones in southern Lebanon have been identified for the first phase of implementation.
According to the agreement, both countries have expressed their intention to end the conflict, respect each other’s sovereignty and work towards peaceful neighbourly relations. The framework also provides for direct bilateral talks, with the United States acting as mediator, to negotiate a comprehensive peace and security agreement in the coming months. It includes provisions for military coordination, reconstruction of conflict-affected areas and the safe return of displaced civilians.
The United States has also pledged to mobilise international support for Lebanon’s reconstruction and economic recovery. Financial assistance and security support for the Lebanese military will be linked to measurable progress in restoring state control and preventing armed groups from re-establishing their presence in southern Lebanon.
Despite the diplomatic breakthrough, significant challenges remain. Hezbollah has rejected key parts of the framework, particularly provisions requiring its disarmament, raising concerns about how smoothly the agreement can be implemented. Israeli leaders, meanwhile, have made it clear that their forces will remain in certain areas until security conditions improve and the agreed measures are fully carried out.
