John Phelan steps down suddenly as tensions with Iran test US defence leadership

US Navy Secretary John Phelan has resigned unexpectedly, becoming the latest senior official to leave during a period of major changes inside the Pentagon. His departure comes at a sensitive time, with the United States facing rising tensions with Iran and increased military activity in the Middle East.

The US Defence Department confirmed that Phelan stepped down with immediate effect. No detailed reason was officially given, but reports suggest differences over naval strategy, management reforms and defence priorities may have contributed to his exit.

Phelan took charge in 2025 and was seen as an outsider choice for the role, coming from a business background rather than military service. He was brought in with the expectation of improving efficiency, modernising the Navy and speeding up shipbuilding programs.

During his tenure, the Navy continued to face major challenges, including delays in ship production, rising costs and growing global security concerns. The US has also been strengthening its naval presence in key regions, especially the Middle East, where tensions with Iran remain high.

His resignation has come as the Pentagon deals with wider leadership changes under the Trump administration. Several senior defence officials have either stepped down or been replaced in recent weeks, leading to questions about stability at the top.

Hung Cao, currently serving as Under Secretary of the Navy, has been appointed acting Navy Secretary until a permanent replacement is named. Officials said military operations and readiness will continue without disruption during the transition.
