A Durga Puja celebration in north Kolkata turned into a tragedy after a stampede at the Chorbagan Sarbojanin Durgotsav Samity pandal claimed 19 lives and left several others injured. Seven people have been arrested, and a court has remanded them to 10 days of police custody as investigators examine possible lapses in crowd management and security arrangements.
The incident occurred on Saturday evening, October 17, when a large number of visitors gathered at the popular pandal. Heavy rain, overcrowding and panic are among the factors being examined as police try to establish how the situation spiralled out of control.
The tragedy has raised questions about the arrangements made for visitors, the availability of police personnel and volunteers, and the response to the sudden rush. The political connections of the organising committee have also come under scrutiny, with several BJP leaders reportedly named on its publicity material.
For the families who lost loved ones, the immediate concern is finding out how a festive gathering became a deadly disaster and whether the tragedy could have been prevented.
The seven arrested include Raj Kumar Sewda, secretary of the Chorbagan Sarbojanin Durgotsav Samity, and Santanu Dubey, the committee’s vice-president. Biplab Mukherjee, who was involved in constructing the pandal’s bamboo structure, is also among those arrested.
Koushik Saha and Pintu Dey, who were responsible for crowd control, have been taken into custody. Suman Chakraborty and Rajesh Pal, associated with private security arrangements, are the other two accused.
A local court granted police 10 days of custody to question the accused and investigate their respective roles. The police are examining whether adequate safety measures were implemented and whether the organisers and security personnel fulfilled their responsibilities.
Investigators are expected to look into the planning of the event, arrangements for managing the crowd, access and exit routes, and the sequence of announcements made when the situation deteriorated.
A case of culpable homicide not amounting to murder has been registered. The arrests mark a significant step in the investigation, but the allegations against the accused will have to be established through evidence.
The stampede reportedly occurred at around 7.40 pm, when a large crowd had gathered at the pandal. Heavy rainfall and the concentration of visitors in a limited space are among the circumstances being examined.
Reports have also highlighted an announcement suggesting that the pandal might collapse. Investigators are looking into whether the announcement triggered panic and prompted visitors to rush, creating dangerous pressure within the crowd.
The exact sequence of events remains central to the probe. Police will need to establish what was announced, who made the announcement and how the crowd responded.
Residents have raised concerns about the presence of police personnel and volunteers at the venue. Some alleged that there were not enough people managing the crowd, while questions have also emerged over whether security arrangements adequately covered all entrances and surrounding lanes.
Overcrowding, restricted movement and confusion during an emergency can quickly turn a gathering into a crowd crush. Investigators will have to determine how these factors contributed to the deaths and injuries.
The investigation has also drawn attention to the political connections of the puja organising committee. According to reports, several BJP leaders were named on publicity material associated with the Chorbagan puja committee.
BJP Jorasanko MLA Bijoy Ojha has been identified in reports as the committee’s chairman. Debdeep Adhikari, the nephew of West Bengal Chief Minister Suvendu Adhikari, was also named as its chief patron in publicity material.
The presence of prominent political names has prompted questions about the committee’s management and the responsibilities of those associated with the event. However, being named on a committee’s publicity material does not establish responsibility for the stampede.
The police investigation will need to establish who took operational decisions, who was responsible for safety and crowd control, and whether any individual failed to carry out their duties. The seven arrests so far include people associated with organising the event, constructing the pandal and managing security.
The Chorbagan incident has renewed concerns about crowd safety at large religious and public gatherings in Kolkata. Durga Puja attracts huge numbers of visitors every year, making proper planning, trained personnel and clear emergency procedures essential.
The allegations of inadequate police deployment and volunteer support will need to be examined alongside the venue’s capacity, entry and exit arrangements, and emergency response measures.
Clear communication is equally important. Confusing or alarming announcements can trigger sudden movement, particularly when large numbers of people are gathered in narrow spaces.
As the investigation continues, police will examine witness accounts, available footage and the arrangements made by the organisers. The findings could help establish whether failures in planning, crowd control or emergency response contributed to the disaster.
